"Policy for AI, AI for Policy" is at the heart of my advocacy for integrating AI in public policymaking. I, Ebinezer Florano, am committed to transforming how we understand and implement public policies. I will bring this to the agenda of the IPPA College, emphasizing not only the harnessing of AI's power but also the need to regulate its use to safeguard human rights, protect data privacy, promote public participation, etc.
Currently, I serve as a Professor at the University of the Philippines, where I teach "Policy for AI, AI for Policy" and lead research and training as the Convenor of the Data Science for Public Policy Program. Additionally, I hold the position of University Scientist from 2020 to 2025, and I have served as the longest-serving Director of my university’s Center for Policy and Executive Development from 2013 to 2019, coordinating training programs for newly-elected Congressmen, national government agencies, and NGOs.
My participation in conferences across 22 countries and international publications reflect my dedication to my profession. As a member of the IPPA and the National Research Council of the Philippines, I aim to empower policymakers to effectively navigate the complexities of modern governance in a turbulent world.
